The police are the wild card in all of it. Cause more chaos and they push back harder, so the pressure climbs with every bad decision. Nothing is scripted to a fixed path, which is why two players can spend an hour in the same city and come away with completely different stories.
Missions or Pure Chaos
The phone is where the structured side of the game lives. Jobs arrive there and give you a direction if you want one, and they range from small errands to full scale shootouts. You never have to accept them though. The sandbox stays open the entire time, so you can stack a few missions on top of each other or drop everything and go hunting for a hidden ramp instead. That freedom is what keeps the game interesting after the first hour.
