Release or imprison, the choice is yours, and the game tracks whether your reasoning holds up. Later on, a hostage crisis throws negotiation choices into the mix, which pushes the stakes well past a routine passport check.

Good work earns upgrades, and the duty-free shop doubles as the place to improve your tools. Better equipment means faster inspections and fewer mistakes under pressure.
